Background
The Government has proposed substantial growth of housing and employment in Harlow through the East of England Plan. Harlow is defined as a key centre for development and change in the draft Plan, with the construction of approximately 16,000 new dwellings proposed by 2021. The proposed growth provides an excellent opportunity to bring together partners from the public and private sectors to invest in Harlow, ensuring it takes its rightful place as a town of regional importance.
Harlow is a town designed and built after the Second World War, entirely master-planned by the late Sir Frederick Gibberd and in possession of the largest municipal collection of post-war sculpture in Britain.
